近未来の日本。令和末期に米国と中国の間で核戦争が起き、既に衰退国家となっていた日本に難民が流入、さらに未曾有のパンデミックや大震災が重なった。最後は悪政に不満を高めた民衆の暴力革命によって国体が崩壊し、事実上、日本は滅亡する。その後、数年で人口は10分の1以下まで減少し、文明は明治初期レベルまで後退した。そして軍閥割拠の戦国時代を経て、大和・武凰・聖夷の三国時代に突入する。その中で最大勢力の大和は大阪を首都とし、西日本を支配する君主国家であるが、国家の実権は帝室の外戚として内務卿の平殿器が握り、彼の一族である平家が国政の専横を強めていた。 大和暦56年。大和・愛媛郡の三角青輝は頭は硬いが頭脳に優れ、15歳で司農官となる。幼馴染の小紀と結婚し、国家のために農政で身を立てようとしていた。その矢先、徴税目的の行幸で訪れた殿器と税吏の横暴さに反発した小紀が処刑される。憤激しかける青輝であったが妻の言葉を思い出すと、殿器を前に冷静に努め、言論で彼を納得させ、税吏を処刑させる。 青輝は生前の妻の期待に応えるため、日本を再統一し、三国時代を終わらせて泰平の世を築くことを誓い、故郷を旅立つ。後に奇才軍師と評される彼の物語が描かれる。
