2031年に発生した北蘭島事件によるコーラップス・ハザードと2045年に勃発した第三次世界大戦により各国政府の統治能力は低下し、民間軍事企業（PMC）が安全保障を担うようになっていた。プレーヤーは民間軍事企業『グリフィン＆クルーガー』の戦術指揮官の一人として戦闘用に開発されたガイノイドの一種である“戦術人形”を率いて平和の維持に奔走する。
