世界規模の戦争で荒廃した近未来。人口は激減し、気候変動によって地上に陽光が射すことはなく、厚く垂れ込めた雲からは有害な物質を含んだ雨が絶え間なく降り続く。ある日、「封印都市」からまだ使用可能な物を探す「屑屋」を生業にする男が廃墟となった商業施設の一つに潜入した。その屋上にあるプラネタリウムで、彼は少女の姿をしたロボット・ほしのゆめみと出会う。
