東ヨーロッパのどこかにあるという人口2万の小国、シトラス公国。その南部のマシュマロタウンに住む、気が強くてちょっぴりわがままなローティーンの女の子サンディは、マシュマロ学院の新聞部部長で学校新聞マシュマロ通信の編集長。父親と母親、双子の弟とアパートで暮らしている。そんな彼女の家に、シリアルの懸賞で当たった「シープクラウド」がやってくる。しかし、そのクラウドはぬいぐるみのくせになぜか生きて動いて喋るのだった。
